The Arkansas Constitution states: “Except as otherwise provided by this Constitution, any person may vote in an election in this state who is: A citizen of the United States;”
State Statute
Arkansas Statute states: 7-5-201: (a) To be qualified to vote, a person shall have registered at least thirty (30) calendar days immediately prior to the election and in the manner set forth by Arkansas Constitution, Amendment 51.
